PROGRAM & Policy DESIGN
HatchForm designs custom economic development programs and policies that help you achieve your desired outcomes and create measurable success for your organization, your clients, your and community.
Prime focus areas are:
Strategic Policy Architecture: Designing legislative and regulatory reforms (e.g., incentive reform, land use policy) that create a favorable environment for investment and job creation.
Targeted Program Design: Developing specific initiatives such as regional soft landings for target industry recruitments, small business acceleration programs, or industry cluster development
Equity-Centric & Data-Driven Design: Ensuring that programs are not only economically efficient but also promote inclusive growth and close opportunity gaps.
Resilient Economic Frameworks: Focusing on long-term sustainability by designing policies that support clean energy transition, resource efficiency, government innovation, and sensible regulatory regimes
DESIGN PROCESS
At HatchForm we follow a process to design purpose built programs and policies focused on achieving results.
-
To be effective a program or policy must first set out to solve or mitigate an identified problem. this first step in the process process looks at the extent of an identified problem, who is impacted by the problem, the current solution sets used to address the problem, among a host of other parameters
-
Once a real addressable problem has been identified the next step is to assess what’s known about the problem, the current state of the problem, the operators currently dealing with the problem or its repercussions, and any antecedents of the problem
-
Once the ecosystem of the problem is assessed and mapped the operators can be convened to develop a model for addressing the problem. The model is the vehicle through which a solution or mitigation effort will be delivered.
-
The pilot phase is where all of the assumptions in the previous design work are tested in the real world. A pilot allows an organization to test the efficacy of a program or policy. Pilots are designed to be time and resource constrained so that hypothesis testing can be done quickly
-
After the completion of the pilot the impacts of the program / policy are measured for efficacy. In this design phase the collected time and resource commitments are also analyzed. Did the pilot produce the intended results? Is it feasible that a wider launch will produce even greater results? Is the time/resource trade off worth it - opportunity cost, staff time, resource allocations, etc. Is there a better way to achieve the desired outcomes?
We believe an effective & competent Public sector focuses on achieving outcomes
HatchForm aligns with theories and concepts that focus on market-oriented solutions applied to progressive ideals. We believe that pragmatic government intervention and social safety nets create fertile ground for innovation, prosperity, and equitable opportunity. A few of the think tanks and policy oriented organizations we like include:
Niskanen Center: unique for its "bold moderation" and its focus on market-oriented solutions applied to progressive goals (sometimes called "supply-side progressivism")
Third Way: focus on an opportunity economy that rewards hard work, making progress on social issues to uphold our fundamental freedoms, winning the global clean energy technology race, and securing our safety against evolving 21st century threats.
New America: dedicated to realizing the promise of America in an era of rapid technological and social change.
Strong Towns: advocating for a bottom-up revolution to rebuild American prosperity.
